Community Survey Results Show Overall Satisfaction

The results of the Town of Hillsborough’s community survey are available for review and show broad satisfaction with the overall quality of life and services in Hillsborough.  

Just over 450 residents completed the survey, which was mailed to all Hillsborough households in November and was available online. The results show that of those who had an opinion: 

  • 95% of respondents rate Hillsborough as an excellent or good place to live. 
  • 89% are satisfied or very satisfied with the overall quality of town services.  

“Hillsborough is a dynamic town, and it is critical that we survey the quality of our existing services and seek input on where we can do better,” Mayor Mark Bell said. “Compared to other municipalities across the country, Hillsborough residents are significantly and consistently more satisfied, and we’d like to continue this trend. Listening to residents’ opinions is essential for town staff to be able to recommend ways to improve the quality of life in Hillsborough.” 

Benchmarking data shows the town rated higher than the U.S. average in all 47 areas assessed, rating significantly higher (more than 4.5%) in 46 of the areas. In the Atlantic Region, the town rated above the average for 46 of the 47 areas.  

Areas of focus 

Survey results indicated that prioritizing the following services will have the most impact on overall satisfaction with town services over the next two years:  

  • Quality of water and sewer services.   
  • Maintenance of town streets.  
  • Code enforcement. 

The Hillsborough Water and Sewer Advisory Committee meets at 7 p.m. the first Thursday of every other month. Meetings are open to the public and are in the Board Meeting Room of the Town Hall Annex, 105 E. Corbin St. Agendas, meeting documents and minutes are available through the town’s online portal

The town repaves about 5% of town-maintained streets each year, following a replacement schedule of about every 20 years for roadways. Also, several streets within town are maintained by the North Carolina Department of Transportation. See a listing of these roadways on the town’s Street Maintenance webpage.  

Elements of the Hillsborough Code of Ordinances and other state and county regulations are enforced by several town and county departments. To submit a code enforcement complaint, email Planning Technician Kelsey Carson. The town plans to increase its budget for code enforcement for the next fiscal year, which starts July 1. 

More information 

The Hillsborough Board of Commissioners discussed the results of the survey on Feb. 17 during its budget retreat. Staff and the board will use the results to guide developing financial and operational plans for Fiscal Year 2025.
