Town Board Meeting Summary

The Board of Commissioners typically meets the second and fourth Monday of the month in the Town Hall Annex, 105 E. Corbin St.

The Hillsborough Board of Commissioners met Monday, March 9, at the Town Hall Annex. Following is a brief summary of noteworthy actions. It does not include all actions taken at the meeting and should not be viewed as official minutes.

Property and Streets

Rezoning — The board approved rezoning 202 Holiday Park Road, off Cornelius Street, to Neighborhood Business.

Streets Acceptance — The town accepted the streets in the Elfin’s Pond neighborhood for maintenance: Elfin Boulevard, Red Admiral Court and Spicebush Circle.

Traffic Calming — The board approved traffic calming measures for Lakeshore Drive, including:

  • Increased traffic enforcement.
  • A permanent digital speed indicator.
  • Additional speed limit signs.

Police Annual Report

Police Chief Jason Winn presented the department’s annual report to the board, which includes traffic stops, arrests and community events officers participate in.

Independence Day Celebration

Event — The board received a planning update about celebrating the 250th anniversary of the signing of the Declaration of Independence. The town is partnering with the Orange County Arts Alliance to produce the July 4 event. Additionally, the board selected street banners to be displayed during July.

Cemetery Marker — The board approved a request from the National Society of the Sons of the American Revolution to install a granite marker honoring five American Revolution patriots buried in the historic Old Town Cemetery:

  • William Hooper — signer of the Declaration of Independence and town commissioner.
  • Anne Clark Hooper — William Hooper’s wife.
  • James Hogg — town commissioner, member of the Hillsborough Committee of Safety and founding trustee and benefactor of the University of North Carolina.
  • Captain George Herndon.
  • Private William Elmore — completed four enlistments during the Revolution.

The marker will be placed flat on the ground near the entrance to the Hooper section of the cemetery.

Carbon Letter

The board supported a joint letter to the North Carolina Utilities Commission addressing concerns with Duke Energy’s Carolinas Resource Plan. The letter calls for the commission to request more transparency, energy affordability and clean energy from Duke Energy.

Bond Authorization

The board approved the town’s bond authorization for up to $8.5 million to renovate and expand the Adron F. Thompson Water/Sewer Facility.
