Three Men Arrested in Child Exploitation Investigations

The Hillsborough Police Department made three arrests over the weekend following separate investigations into the solicitation of minors.  

The department was aided by a private group that works to identify individuals attempting to engage in unlawful contact with minors. Members of the group contacted law enforcement after meeting the individuals. They provided electronic evidence to law enforcement. In at least one instance, the group detained an individual until law enforcement arrived.

“The Hillsborough Police Department recognizes the community’s shared concern for the safety and well-being of children and appreciates individuals who report suspicious or concerning behavior,” Capt. Richard Hooks said.  

“We encourage all community members to promptly share information with law enforcement so it can be addressed safely and effectively. For the safety of all involved and to protect the integrity of potential criminal cases, individuals should not attempt to conduct independent enforcement actions.”  

The following people were arrested and charged with solicitation of a minor by computer, which is a felony charge:

  • Timothy William (Bill) Armstrong, 36, of Hurdle Mills on Saturday at a residence in the northern area of Hillsborough. He was issued a $10,000 secured bond. 
  • Tyrone Paul Smith, 28, of Woodleaf on Saturday at a residence in the northern area of Hillsborough. He was issued no bond and remains in custody at the Orange County Detention Center.
  • Howard Anttwein Cox (Johnson), 52, of Durham on Sunday at a business on U.S. 70. He was issued no bond and remains in custody at the Orange County Detention Center.  

The Hillsborough Police Department’s criminal investigations division will continue to review the evidence in these cases to determine whether any additional criminal violations have occurred.
