The Hillsborough Board of Commissioners met Monday, Aug. 25 at the Town Hall Annex. Following is a brief summary of noteworthy actions. It does not include all actions taken at the meeting and should not be viewed as official minutes.

Storm After-Action Review

Assistant Town Manager and Community Services Director Matt Efird and the board reviewed the town’s Tropical Storm Chantal after-action report and results of a community survey. The report identifies focus areas for improvement:

• Internal and external communications
• Incident command
• Operations
• Facility and infrastructure protection
• Post-event damage assessments, wellness checks, search and rescue operations, reporting dashboard, resource connections, and volunteer and donation coordination.

Hog Day

The board approved a special event permit for the annual Hog Day festival on Sept. 12-13. Sections of East Margaret Lane and Cameron Street will be closed to through traffic.

Presentations

Code enforcement — Planning and Economic Development Manager Shannan Campbell provided an update on the town’s code enforcement campaign. Over 140 cases have been identified, and property owners have resolved most violations. Campbell said the program needs additional support, including updated ordinances and an increased budget for resolving violations.

Small Business Administration — A representative from the U.S. Small Business Administration provided a presentation on the low-interest disaster loans available to businesses and individuals in Hillsborough impacted by Tropical Storm Chantal. Those affected can apply in person by Aug. 30 in Burlington, Carrboro or Durham or apply online by Sept. 23 for physical damage. Businesses and nonprofits have until April 27 to apply for an economic injury disaster loan.

Women’s Equality Day

The board approved a proclamation declaring Aug. 26 as Women’s Equality Day 2025. The day commemorates the adoption in 1920 of the 19th Amendment to the United States Constitution, which prohibits states from depriving citizens of the right to vote based on gender.

Collins Ridge Utilities

The town accepted ownership of over 13,000 linear feet of water main, over 7,500 linear feet of sanitary sewer and 68 manholes in Phase 1A of the Collins Ridge neighborhood. The town plans to accept more infrastructure from the neighborhood’s developer at a later date.

Right of Way Closure

The board passed a resolution noting its intent to close an unimproved right of way that is nominally a portion of South Hasell Street. The right of way is used by neighbors on either side as their driveways and not by the general public. A public hearing will be held Sept. 22.
