The Hillsborough Board of Commissioners met Monday, Nov. 24, at the Town Hall Annex. Following is a brief summary of noteworthy actions. It does not include all actions taken at the meeting and should not be viewed as official minutes.

Appointment
The board appointed Gary Miller to the Historic District Commission for a term expiring on Dec. 31, 2028.
Special Events
The board approved three special events that will use the town’s Riverwalk greenway:
Turkey Trot — The Hillsborough Running Club will host an informal Turkey Trot from 7 to 10 a.m. Thursday. The club will collect donations for PORCH Hillsborough.
Lantern Walk — The Hillsborough Arts Council will hold its annual Solstice Lantern Walk and Market from 5 to 8 p.m. Dec. 20. The market will feature local artisans, live music, hot drinks, warm food and family-friendly activities.
New Year’s Run — The Carolina Godiva Track Club will hold its annual New Year’s Day run from 1 to 2 p.m. Jan. 1.
Resolutions
Fourth Amendment
The board adopted a resolution affirming its support for the Fourth Amendment to the U.S. Constitution and its protections for personal privacy and freedom from unreasonable searches and seizures. The board directed town staff to explore resources and make recommendations regarding how town staff, community members and businesses can protect their constitutional rights.
Civility
The board agreed to pursue the North Carolina League of Municipalities Commit to Civility Certification. To receive the certification, the board must:
Complete a civility training.
Sign a pledge to civility.
Adopt a civility resolution.
Submit the resolution to the League of Municipalities.
Partnership to End Homelessness
The board agreed to fund 6.5% of the budget for the Orange County Partnership to End Homelessness. A Hillsborough elected official will be a member of the partnership’s leadership team.
Strategic Plan
The board received an update on the Strategic Plan for the last fiscal year. The current plan outlines the board’s key goals for next year. Progress on individual initiatives is outlined in the agenda packet.
The board also agreed to extend the current strategic plan by one year, allowing planning and development of the next three-year version of the plan to occur in Fiscal Year 2027. The request was made due to added work from Tropical Storm Chantal in July.
Water Service Boundary
The board adopted a resolution that shrinks the town’s urban service boundary. The town provides water services within the boundary. The board also outlined how current water and sewer connections outside of the boundary will continue to operate.
