Mayor and Board

The Board of Commissioners:

• Makes the decisions, laws and policies for the town.
• Appoints a professional town manager, who serves as the board's chief adviser.

The mayor:

• Leads and moderates Board of Commissioners meetings.
• Calls special meetings.
• Declares states of emergency for the town.
• Facilitates problem-solving and policy changes.
• Acts as the head of the town for ceremonial purposes.

The town manager is the town government's chief operating officer. The manager:

• Implements the decisions, laws and policies made by the Board of Commissioners.
• Coordinates the operations of town departments.
• Is responsible for preparing a proposed operating budget for the board.

The annual budget that is adopted by the board provides funding, staffing and general guidance to town departments for the fiscal year. The fiscal year starts July 1.

The state requires a clerk for each city, town and county. The town manager appoints the town clerk, who works closely with the Hillsborough Board of Commissioners. The clerk:

• Prepares meeting agendas.
• Gives legal notice of meetings.
• Records meeting minutes.
• Maintains official town records.
• Codifies town ordinances.
