Composition
The Planning Board has nine volunteer members that are appointed by the Hillsborough Board of Commissioners.
Seven must live within town limits, and two must live in the town's extraterritorial jurisdiction (ETJ). The extraterritorial jurisdiction is an area outside of town limits where the town still has zoning and subdivision authority.
The Hillsborough Board of Commissioners appoints the in-town members of the Planning Board. The Orange County Board of Commissioners appoints the extra-territorial jurisdiction members.

Terms
Planning Board members serve three-year terms with the opportunity for reappointment. After serving two, consecutive, three-year terms, a board member must come off the board for at least one calendar year. After a year, they may reapply for board service if desired.
