The town provides funding to the Orange County Partnership to End Homelessness and works to improve affordable housing availability with other partners in the region, including the local governments in Orange County.

In 2022, the Hillsborough Board of Commissioners adopted a strategy to set aside 2 cents of the town's property tax rate to affordable housing by Fiscal Year 2027. Staff are planning quarterly, in-depth board work sessions to develop an effective plan for using the funds. The sessions are expected to start in 2024. Possible considerations include:

• A task force to engage residents and subject matter experts in developing a strategy.
• A consultant to shape an affordable housing strategic plan.

Hillsborough is part of the Triangle West Transportation Planning Organization. Members work together to create long-range transportation plans for the area. The town does not have authority over the schedule for state and federal road projects.

Orange County Transportation Services — The county provides a variety of transportation services, including on-demand services.

GoTriangle — The agency operates regional bus and shuttle service, paratransit services, ride-matching and vanpools. It also:

• Provides commuter resources and an emergency ride home program.
• Serves as the regional information call center for the Raleigh-Durham-Chapel Hill area, including Hillsborough.
