Some roads in town are owned and maintained by the state. 

• Highways — N.C. 86 South, U.S. 70A and U.S. 70 East
• A-E — Allison Street, Churton Street, Cornelius Street, Dalton Street, Dimmocks Mill Road and Eno Mountain Road
• F-J — Faucette Mill Road and Harper Road (from Dalton Street to Tuliptree Road)
• K-O — King Street (from Cameron Street to West Hill Avenue), Locust Road, Mayo Street, Nash Street, Oakdale Drive, and Orange Grove Road (west of Churton Street)
• P-Z — Revere Road, St. Mary's Road, Tuliptree Road and West Hill Avenue

Streetlights

Report problems with streetlights to the service company, providing an address or pole number for the light. For streetlights in the service area of:

• Duke Energy — Call 800-777-9898 or complete an outdoor lighting repair request on the company's website.
• Piedmont Electric Membership Corporation — Call 919-732-2123 or complete a contact form on the company's website. Mark the affected pole with a ribbon.

Traffic Signals

Report problems with traffic signals to the N.C. Department of Transportation online or at 877-368-4968.

Public Works employees remove animals that have been struck by vehicles from town-maintained roads, including rights of way. These roads must be in the town limits. The town does not remove animals from private property.

Report a dead animal by placing a work order or calling the administrative support specialist. Call 911 to report conditions that pose an immediate threat to safety.

To report a dead animal on a state road, use the state's contact form or call 877-368-4968. 

If needed, the town will pretreat the following roadways with brine:

• A-E — Beckett’s Ridge Drive, Cameron Street, Cates Creek Parkway, College Park Road, East Corbin Street and Exchange Park Lane
• F-J — Hampton Pointe Boulevard and John Earl Street
• K-O — Lafayette Drive, Lakeshore Drive, East Margaret Lane, Meadowlands Drive and Millstone Drive
• R-Z — Rainey Avenue and Waterstone Drive

Plowing Guidelines

The town plows roadways to provide emergency responders with safe, timely access. Public Works employees monitor snowfall on pavement.

• Employees plow all town-maintained streets. They first plow town bridges, emergency services and the Orange County refueling station within the town limits.
• During heavy snow, employees work to keep priority areas clear. They plow the remaining town-maintained streets when weather conditions allow.
• Plowing is stopped if it does not clear roads or if it makes conditions worse.

Responsibilities

• The state owns and maintains the main roads in town. 
• The town does not maintain private streets and does not clear driveways after plowing.
• Parks, greenways and sidewalks are not a priority for snow removal. The town does not remove snow or ice from residential sidewalks in town. The town will clear sidewalks around town facilities when time allows.
• Property and business owners are responsible for snow and ice removal from sidewalks in front of structures they own or occupy.

Report potholes and other damage to town-maintained streets through the Public Works contact form or by calling the administrative support specialist. Provide the specific location of the problem, such as the nearest street address or intersection.

Call 911 to report conditions that pose an immediate threat to safety. 

Repaving

Hillsborough repaves streets about every 20 years. Annually, it tries to repave about 5% of its roads with town and state funds.

Staff pick streets based on their condition and age. About every five years, the town pays an engineering firm to analyze the condition of town-maintained roads. Some roads may be sealed or patched to extend their use. 

Street and traffic signs are installed and maintained by the Public Works Division. Posters or other signage may not be placed on any sign or post.
