The Board of Commissioners approved the water and sewer extension contract, annexation, zoning and master plan for this project by a 3-2 vote on March 14, 2016. The applicant could then proceed with formal design of the project and submit either construction drawings for the primary site infrastructure (roads, water and sewer) or special use permit applications to seek development approval for specific sites. The master plan is valid for five years.
The initial master plan application requested 100 single-family detached houses, 400 townhouses (mixed two-story and three-story) and 650 apartment units (mixed senior and market rate). The application has been modified to contain 950 dwellings of different types and market targets (houses, townhouses and apartments) and 88 affordable rental units, reducing the maximum total dwelling units count to 1,038.
The Phase 1 special use permit application for approximately 100 acres of the Collins Ridge project property (the area north of Interstate 85 and south of the overhead electrical lines) was approved March 13, 2017. Site access is proposed from Orange Grove Street (to be built by the applicant). The approval included 674 dwellings: 326 apartments, 152 townhouses and 196 single family detached houses. The approval also included a community center for the use of project residents and a perimeter walking trail to be dedicated to the town for public access. This dwelling unit mix and other requested components also creates a modification to some of the master plan components, so this was processed as a master plan amendment and special use permit.
The documents below are listed with dates to make the most recent easier to find. All previous versions and materials are available upon request from planning staff.
Phase 1A construction drawings are currently under review. Staff will review these plans to ensure compliance with all town requirements and standards. No further public review of Phase 1 is required unless significant modifications are requested. Basic site grading work is complete. The creation of roads, building site, and installation of water and sewer lines will be the next step. No updated estimate has been provided to the town about when lots will be available for development. A start date of August 2019 was estimated before the wet spring.
Caruso Homes sold the land and development approvals to another development firm which has been implementing the approved plans. Collins Ridge LandCo LLC is now the owner/developer of the site.
The partners in the corporation have acquired the Daniel Boone Village site and are considering redevelopment options. A separate corporation has been set up to oversee that project, named Daniel Boone LandCo. There is no formal relationship between the two projects from a land regulation standpoint. No submissions or time frames have been provided to the town for review. Existing tenants were allowed to remain open for business until March 4, 2019.
