This site has received approval as an age-restricted neighborhood. Single-family houses will be available to buyers 55 years of age and older without minors in the household.
Additionally, the applicant has the option to construct a continuing care retirement community and support facilities. The applicant has secured Duke Wellness as a partner. The Duke Wellness facility will be the first component constructed. The approval for the multi-unit assisted housing with services housing model also is still valid. The multi-unit assisted housing is rental housing where the residents are able to secure home health services from an outside provider that has no connection with the facility owner. The service providers are licensed and monitored by the state. A multi-unit assisted housing facility is not licensed by the state.
Units in the continuing care retirement community portion of the site are subject to pre-sale before construction begins.
The special use permit for this project expired in December 2013. In North Carolina, development projects that expend funds in compliance with a valid development approval can sometimes acquire common law vested rights upon the expenditure of significant funds. There is no identified dollar amount to qualify as "significant." The town determined this project had common law vested right to pursue the approvals in place when the special use permit expired. Any future modifications to the development proposal would be reviewed as if the permit was still active.
As of August 2020, new home construction was nearly complete. The close-out and inspection process for this portion of the project remains.
The owner has not indicated when the east portion of the site might start development and has not committed to a development/service model (continuing care retirement community or multi-unit assisted housing), although all recent conversations have been about the multi-unit assisted housing model.
