In addition to the town's appointed boards, the Hillsborough Board of Commissioners also appoints or makes recommendations for the appointment of Hillsborough residents to boards that serve the larger Orange County community. This Orange County advisory board prioritizes affordable housing needs and assesses and monitors project proposals and local housing programs. It publicizes county housing objectives and assists in the implementation of recommended strategies in the Commissioners' Affordable Housing Task Force Report. The board also explores new funding opportunities, assists in the investigation of county residential segregation patterns, and assists with other housing-related items as identified by the Orange County Board of Commissioners.

The council is a collaborative effort of Orange County government, the towns of Carrboro, Chapel Hill and Hillsborough, school systems and area nonprofit organizations. Members work to accelerate local action on climate change issues. The council will share successful approaches and identify joint and individual opportunities to reduce greenhouse gas emissions and protect Orange County residents.

This Orange County commission seeks to prevent and eliminate bias and discrimination through education, persuasion, conciliation and enforcement. It advises the Orange County Board of Commissioners on these matters, receives discrimination complaints, and conducts investigations of complaints.
