Stormwater and Environmental Services

The Stormwater and Environmental Services Division works to reduce stormwater runoff impacts to local water bodies by maintaining compliance with the town’s National Pollutant Discharge Elimination System permit, regulating the developed community, and educating the public about ways to reduce stormwater runoff.
The town is subject to stormwater runoff regulation by the federal and state governments, and in turn regulates runoff within its jurisdiction. See the stormwater and environmental regulation page for more information.
The town conducts extensive educational outreach on stormwater management. See the stormwater and environmental education page for more information.
Hillsborough not only is dedicated to helping community members and developers keep stormwater runoff clean, it also is implementing a Comprehensive Stormwater Management Plan to prevent stormwater pollution from municipal operations.
The Town of Hillsborough created a stormwater management utility and fee to comply with expanding state and federal stormwater regulations to reduce stormwater runoff pollution from reaching the Eno River. See the frequently asked questions page and explanatory video for more information.
