Property Owners Can Appeal New Appraised Values Online

Appeals can be filed easily through the Orange County Tax Office’s online appeal system, which walks property owners step by step through the appeals process.

Property owners have the option to appeal the new appraised values of their property online. Informal appeals must be submitted to the Orange County Tax Office by April 30.

The Tax Office recently completed its 2021 revaluation and mailed notice of new values to all property owners in March. North Carolina counties are required to revalue properties regularly to ensure a fair and equitable distribution of the property tax burden.

Appeals

Property owners who feel their property value is too high may appeal the value at no cost to the taxpayer through an informal or formal appeal. Both appeal forms are attached below and available on the county website.

Informal appeal ― Provides an opportunity to work directly with the assessor’s office to review the property and understand how the county determined its value. Informal appeals must be submitted by April 30. To file an informal appeal, complete the 2021 Informal Appeal Form.

Formal appeal ― Allows the case to be heard by the Orange County Board of Equalization and Review. The formal appeal period is between May 3 and June 30, and all formal appeals must be received by June 30. To file a formal appeal, property owners must fill out the 2021 Formal Appeal Form. The Tax Office will contact the property owner to set up a time for the appeal to be heard. The schedule for hearings is available on the county website.

Online process

Appeals can be filed easily through the Orange County Tax Office’s online appeal system.

The website walks property owners step by step through the appeals process. Any documentation an owner wishes to provide, such as property appraisals, can be uploaded through the site. Comparable properties may be submitted as well.

The Orange County Comper website allows property owners to search for comparable properties that have recently sold in their area. Recent sales data is one piece of information the county uses to determine property values.

For help with an appeal or to request an in-person appointment, call the Orange County Tax Office at 919-245-2100 and select Option 2 or email reval@orangecountync.gov. Because of the pandemic, the Tax Office is closed to the public. In-person appointments are available on a limited basis.

Other options for returning forms are:

  • Use the drop box at the Orange County Tax Office, located at the Gateway Center, 228 S. Churton St. in Hillsborough.
  • Scan the form and email it to reval@orangecountync.gov.
  • Fax the form to 919-245-3091. Indicate the number of pages sent.
  • Schedule a virtual meeting by contacting the office by phone or email.
