The Town of Hillsborough has completed a large culvert replacement project on Valley Forge Road. This unbudgeted emergency repair was necessary due to a rain event in June 2020 that dropped an estimated 6 inches of rain, causing Cates Creek to overflow and wash out a portion of the road.

After that event, the town created temporary access for a business with a facility on the other side of the washed-out section.

The final repair work was completed by a contractor and included temporarily diverting Cates Creek, removing the failed culvert, creating a new culvert with four larger pipes, adding a new headwall, stabilizing the stream banks, and constructing a new roadbed.

Environmental Engineering Supervisor Bryant Green, Stormwater and Environmental Services Manager Terry Hackett, Public Works Manager Dustin Hill, and former Assistant Town Manager and Community Services Director Margaret Hauth all committed significant time to see this project through to completion.

Town staff expects to recover nearly $1 million in funds through the Disaster Relief and Mitigation Grant under the North Carolina Emergency Management Division. The grant will cover a substantial portion of the project expenses, increasing the amount of funding available in the General Fund for other priorities.
