Departments

The town is divided into departments to effectively manage each group's responsibility to the public.
The Administrative Services Department includes the town's top-level management, as well as divisions and offices that serve the organization. Administrative Services employees lead the Hillsborough Diversity, Equity and Inclusion Core Team and are responsible for the biennial Community Survey.

The Community Services Department is responsible for most of the external town operations that impact the daily lives of residents. Community Services staff members are responsible for overall management of the town’s Comprehensive Sustainability Plan, major facilities projects, regional transportation planning and affordable housing efforts, as well as providing staff support for the Board of Adjustment, Historic District Commission, Parks and Recreation Board, Planning Board, Tourism Board, Tourism Development Authority and Tree Board.
The department is responsible for the operations of the following divisions:
- Planning and Economic Development
- Public Works
- Public Space and Sustainability
- Stormwater and Environmental Services
The Financial Services Department is responsible for managing all aspects of the town’s finances in an open, accountable and timely manner, in accordance with general auditing standards and state general statutes.
The Financial Services Department oversees bill payments, including water and sewer bills.
The Hillsborough Police Department is responsible for general public safety, crime prevention, responding to and investigating crime, apprehension of those who commit crimes, public order, traffic safety, criminal justice records and safety education. The department exists to serve all people within its jurisdiction with respect, fairness and dignity through community-based policing and building partnerships.
The Utilities Department provides water and sewer service to Hillsborough residents and out-of-town customers.
